If the city is splitted into distrcits you may use the ‘Bulk Select’ tool (via the plugin settings) to insert multiple locations at once.

At the bottom of the plugin’s settings (Dashboard => WooCommerce => Settings => Cities Shipping Zones).

In the ‘Region de la zona’ field, you can insert the code of the region, for example the code for Lima region is: LMA, then all its districts will be inserted to the shipping zone you select in the last option (Zona B).

This is the WooCommerce Shipping Settings, please go to the Cities plugin’s settings and make sure Peru is selected in the first option and see the ‘Bulk Select Tool’ at the bottom of the settings.
