Isn’t it just a plain Enter?
Just type and don’t worry about the blocks.
Enter starts a new row, but 2x Enter doesn’t start a new paragraph. Unfortunately, none of my paid themes support blocks.
Really, nobody understands WP anymore ?

If you are in the block editor, it depends on where you are typing.
If there is legacy content, it will be in a Classic Block. This works just like the Classic editor, because it is. You can insert a paragraph block above or below the Classic Block and just type. A single Enter will give you a new paragraph.
If it is a new page, you just click in the content area (where it says Start writing) and just start typing. A single Enter will give you a new paragraph.
If you are having other results, there could be a conflict with theme styles or a plugin. You might want to read what has already been found: https://wordpress.org/support/topic/read-this-first-wordpress-5-0-master-list/ and create a ticket if the solutions there don’t fix it for you.
