Enabling import/export

There is a notification on the import-export section of the Settings section in Notification plugin that says “Synchronization is disabled. You can enable it with notification_sync() function” but I need to know how to and where to put a notification_sync() function. If it is a PHP patch, I may be able to do it, but I’m not a coder.
