All new products created on my test site have reviews enabled by default. Is this not the case on your site?

To enable reviews in bulk for existing products, you can use the bulk editor function.

The “Allow Comments” are actually reviews, WooCommerce products are custom post types so you might see references to posts here and there. 🙂

    what hook should I use to get for each individual user a list of products for which he has not yet left a review?

For example:
Clinet bought a Vase and a Glass. He left a review on the Vase, but not on the Glass.
I want to show him – (in my account) – “The glass needs your review!” And show a link to the glass.

I’m afraid this falls under custom development which is not within our scope of support. That said, if you’re looking for a hook only, you can check woocommerce_account_dashboard.
