enable duplicate post names

    Hi, I have this format of permalink.
    /%postname%-%post_id%.html
    and I want to enable somehow duplicate post names like this:
    /postname-1.html
    /postname-2.html

    what i get with this out of the box version of wordpress is :
    /postname-1.html
    /postname-1-2.html

    How can i tweak/hack wordpress to allow duplicate names of posts and to allow navigation by %post_id% ?
