Email set up and sending subscribers notification

    I have WP all set up but i have never had subscribers self register, until now, how do i set up my email notification system? i am on windows with IIS and PHP 5 with MySQL as the DB. are subscribers automatically notified of postings or do i need to install something like Subscribe2
