You are having EM send HTML emails right? That might the problem.
Simple test:
Change your EM Email settings to plain text. Resend an email that did not arrive in HTML.
If that solves the delivery, then the “problem” lies with the recipients email provider.
EM does not add a plain text version to HTML emails. Some email providers mark this as “spammy”, preventing delivery. If you install my free add-on (https://wordpress.org/plugins/events-manager-email-users/) you can very easily add that missing plain text version, reducing the chance of being marked as spam dramatically. 😉
