Email notify on post being set to scheduled publish?

I know there is a plugin to email notify on post set for review but is there a notification when the post is scheduled? What I’d like to do is have a writer be able to submit their post, in some way, but then automatically go live if it is not reviewed within some timeframe. I thought a way to do this is to have them schedule the post to publish at some time in the future and then have an email notification sent out once the post is “scheduled”. Alternatively if there was a time limit on the review somehow, that then defaults to publish that would work.
