    I have the setting set up so that I get notified when someone submits a new event. If I test email settings, the test email does get sent.

    However, when a new event is submitted, those notifications aren’t getting sent.

    Deactivating all other plugins does not solve the problem. Please advise.

    can you try to use wp mail, php mail or smtp then your gmail account to rule out any mail server issue under events > settings > emails > email settings ? also, booking email are sending correctly?
