even after carefully following all steps mentioned in contact form 7 the email doesnt reach admin or client.

Try use this plugin: http://wordpress.org/plugins/configure-smtp/
Configure email who will send you a message form contact form. Maybe do you have problem at serwer with smtp.

Test if your WordPress installation is able to send emails

Try going through the “forgot password” function on wp-login.php.

Do you get the email? If you don’t you will need to rectify this.
