"Email already taken" message

When new customers are filling in their contact and payment information and trying to subscribe, some are getting a message that their “email is already in use” and that they have to log in.
However, many of them aren’t aware of ever having registered, and the system will not allow them to finish the registration process.
If they use the “Log in/Lost Your Password” link to create a new password, everything seems to be fixed, and they can sign up (though they have to start over, which is a pain).
Any idea what’s causing this, and how I can keep them from having to “sign in” to my page, to use the PMP form? I’m concerned that I’m losing customers who get frustrated and give up, without contacting us.
