Is elementor a replacement for Gutenberg?

No, it is not. Elementor is a plugin. Read this for more information about the two working together.

Is elementor free to use? Or do you have to use both.

There is a free version in the WordPress repo.

There is also a paid upgrade to Elementor Pro.

Conversations about the pro or paid version of anything is not for this site.

No, they do separate things. “Gutenberg” is the code name for WP’s block editor. Elementor is a page builder, with it’s own editors, too.

BUT, it gets sticky if you use an FSE (Full Site Editing) them like twentytwentytwo, because then the editor is extended to become a page builder. If you want to know if Elementor can be used in that enviroment, I think it’s best to ask in the plugin’s forum here. No one *has* to use Elementor. (Note, it’s free here at https://wordpress.org/plugins/elementor but there’s also a paid, pro version.)
