Yes. You can edit the html in all your templates.
On the assumption you have folder/file permissions (CHMOD: 666 or 644 depending on your hosting provider) you go to:
Admin >> Presentation >> Theme Editor >>
A list of files (templates) will present on the right hand side of the page on the basis of your “current” theme.
There, you can edit whatever html you like.

Just don’t forget to change the permissions after you are done! Usually, everybody forgets that part – leaving their blog absolutely open for any hacker out there!
That’s why I never advise editing the template files online: too much risk. Just edit in the traditional way – opening them in your favorite plain text editor and uploading them via FTP.
so it doesn’t matter that the files are css rather than html?
