 * After researching this online, the most popular problem seems to be that people’s
   cache is uncleared.
 * However, I have tried this in three browsers (chrome, edge, safari) on two different
machines, I have cleared the cache in all browsers, I have ensured that there
is no server-side cache system enabled by my host, I do not have any plugins
related to caching on my site, and I am 100% certain my code is error free. (
All I did was change the size of one font in my header)
 * No luck. Nothing on my site changes. This is driving me up a wall. I can’t understand
what else it could be. Anyone have an idea?

 * Does your theme load a minified version of the CSS file?
    If you change the non-
minified one that isn’t loaded, it won’t make any difference…

 * I dont think so. It’s Syndey by Athemes.

 * So you are changing the actual file, and not putting a new rule into Additional
   CSS in the Customizer?
Sometimes, themes generate CSS dynamically, and those
rules would override what is in the CSS file. But the Additional CSS is output
last of all, so it wins. But all of this is up to the theme, so you might need
to ask at your theme’s support forum.
