 * There is no such option I’m afraid, you’d need customize css code.

 * Either you have a cache plugin enabled, and signed out of the page, so that you
   see the browser-cached versions without topbar even after logging back in. Force-
   refresh the page with CTRL+F5 while viewing it.
 * Or enable the admin bar while editing in settings.
