I enabled “Default Attachment” in backend not in the shortcode.
This shortcode

yes, [download id=”15772″] this OK –
2. Shortcode and a URL showing the Contact Form 7 working successfully
yes, This form send to email.
3. Shortcode and a URL showing the Email Before Download failing
I don’t see URL because button not show after submit form
After submit form, loading takes a long time.
