Easiest way to build a custom theme?

    Hi,
    I would like to build a custom WordPress theme but I don’t know a ton of PHP, so I’m kind of scared. I’m not new to programming/coding. I know some Python and Java. However, I’ve only tinkered with PHP.

    I am really good at CSS and HTML though. Is there any way I can download really generic PHP and just “plug in” CSS around it?

    What’s the easiest way? Or is there no easy way?
