Dynamic Rules Not Working

Looks like the dynamic rules are not applying on product pages and when added to cart, the cart turns 0.

No idea whats going on, however, if I set rules at the profile level, then it works. But I don’t use profile-level rules since we have more than 100+ users it doesn’t make sense to control each one independently.
