Dynamic lists based on user meta

Is there a way to have MailPoet autocreate lists based on usermeta? For example, we keep membership (yes|no) information for every user. We would like to be able to send newsletters out to all members. We cannot do this today as many of our users are not paying members. Also, creating and manually managing a membership list manually is very time-consuming.

Similar to how MailPoet imports WP users automatically, I would like to plug into this process and automatically create lists based on the information in each user’s profile.

If MailPoet cannot do this directly, is there a plugin that will?
