Dynamic CSS (PHP) file not getting combined?

    The theme I’m trying to optimize has a dynamic PHP file for a style sheet. All of the other CSS file were combined and moved to the footer successfully.

    It’s not getting combined for some reason. It has the media=’all’ attribute.

    Not sure how to “force” this into the footer?
