Duplicate order numbers when first order is “processing”

After updating from WC2.6.14 to WC3.0.8, order numbers are duplicated when the first order status is “processing” and a subsequent order completes.
To reproduce:
- Generate an order paid by check – status is “processing”
- Generate a subsequent order paid by PayPal – status is “complete”
Both orders have the same order number. This is a problem for us, because our automated order fulfillment system suspends orders with duplicate order numbers.
