When you get the chance, could you share a screenshot of the notification settings of your site? You could replace the actual email address with placeholders if you’d like to.
In case it helps, if you’re using the CC field, please be sure to only include one email in the Send To Email Address field. Otherwise, each additional email in this field will result in an extra copy of the notification sent to each address in the CC field.

I did not use the CC field.
Now as you can see on screenshot below the test@gmail email receive two emails, the email sent to test2@gmail.com was sent to test2@gmail.com as well.

Are you referring to “test2@gmail.com”?
By the way I’m using WP Mail SMTP as well because i’m using a gsuite account to receive those emails.
