Dumb question

I have no idea what version I am using, is the one provided by wordpress.com to use their site, not one I downloaded.

I know this is probably a very very dumb question, but I created a page, called tips, on my blog. How the heck to I post only tips on that page or is it a one time thing when you make the page and it cannot be added too? Thanks. Hope that made sense.
