Drag & Drop does not work reliable

Environment:
WordPress 5.2.2 multisite
PHP 7.2
Apache 2.4
Firefox 68.0 running in Windows 10 1903 Pro1) I create a new folder “Nature”
2) I select the folder “Uncategorized” on the left
3) I drag a picture from the gallery view to the new folder “Nature”. There is a little blue popup telling me “Move 1 file” and I move the mouse pointer above the target folder which gets marked by a blue border and light blue background and then release the mouse button.
Expected result: the picture is now in the folder “Nature”.
Actual result: nothing changes – the pictures stays in “Uncategorized”
If I reload the whole media library page it usually works – but even then drag & drop tends to fail sometimes or the change is not visible in the folder list until I reload the whole media library page.

I cleared all caches, reloaded the page. No change at all. When I create a new folder, dragging pictures onto it won’t do anything. I always have to reload the page first, then the folder can be used.
