• I logged in with FB (new user on site).
    Admin receives email about new user registration.
    Then logged off.
    Then logged back in.
    Admin receives another “new user registered” email.

    Is it normal?

    No, it’s not normal. Admin should receive new user notification only when a new user account is created at your website. Subsequent logins to the same account are definitely not the new user registrations.
    You would like to try keeping only this plugin active just to check if this makes any difference. If it does, it is conflict with some other plugin. Then you can activate other plugins one-by-one to check which is the culprit.
