 * Recently I faced lots of downtime so I contacted my webhost, they said that This
   is a known issue with WordPress, the server is not down!

 * This is NOT a known issue with WordPress. It’s a file permissions issue on your
   server.

 * Then she’s wrong. There is nothing you can do in WordPress to fix this. You have
   to [change the file permissions](http://codex.wordpress.org/Changing_File_Permissions)
   on the file. It should be 644. if it is already 644, then you need to go back
   to hosts and tell them that you may have a file _ownership_ issue.

 * I contact support again and s/he said that, the site was set at 000.
 * I hope the problem solve now.
