Don't work more then one rules with "is not equal to"

    That’s because you are using OR group instead of AND button.
    Your rules currently means:

    Show popup if page is different to KOntaformuler OR if page is different to Front page.

    So If visit the frontpage it I will see the popup because Im not in kontakformuler page and viceversa.

    You need to say:
    Show popup if page is different to KOntaformuler AND page is different to Front page.
