DON’T make a notification come back once I’ve cleared it

That is absolutely not the behavior we intend, and I completely understand how disruptive and exhausting that can be in your daily workflow.

The UPS Ground Saver banner was designed to be dismissible using WordPress’s standard transient-based system, which should prevent it from showing again once it’s cleared. Based on your report, it sounds like something is either resetting that transient or preventing it from saving properly on your site.

To help us investigate this further, would you be willing to share a few more details about your setup? Specifically:

• Are you using any performance, security, or optimization plugins that might be clearing transients?
• What version of the WooCommerce Shipping plugin are you currently using?
• Does the notice reappear after specific actions, like updating plugins? etc

We’re actively looking into this and have passed your report to our dev team. If this is a one-off issue, we want to understand what might be triggering it so we can make sure it does not affect others going forward.
