I'm looking for a way to force users to sign-up for a blog and so they don't get any sort of role on the main blog so the only blog they're registered to is the one they sign up with.

Also I'm looking for a way that Admins of a child blog can add other registered users to their blog and even add a "subscribe" button that will give the registered users the subscriber role.

  2. When people sign up to the network, they have pseudo-subscriber access to ALL blogs. No, they cannot access anything in the backend of these blogs.

    This happens by default.

The whole things works just like wordpress.COM does.

Is there anything like blogsurfer that can allow users to add a blog where they can get updates from it in their dashboard/email.

Also is there a plugin the can replace "Add Users" so that it gives a list of already registered users to add and remove the new user functionality completely?

No, but it's my understanding that wordpress.com may release that feature as a plugin in the future. there was a really old plugin for wpmu that did this as well, but it no longer works in 3.0.

Not that I know of. Blog owners can also add exisiting users from the backend of their own blogs if you, the super admin, turn that ability on. It's under super Admin -> Options. "Allow administrators to add users".
