   it doesnt

 * The free version of the discount rules plugin has a significant number of features
   that help you achieve a number of scenarios.
 * If you can let us know the discount scenario you are trying to achieve, we can
   help you with it.
 * Is it something like Buy 6 to 12 quantities, get 5% discount, Buy 13 to 25 quantities,
   get 10% discount?
 * If you can let us know the scenario, we are happy to check if this is possible
   in the free version, which does allow creating Bulk tiered quantity discounts.
