I just deactivated BuddyPress Registration Options, which was limiting access to my Buddypress pages but users could be added with no moderation, and installed WP User Control. This seemed to open up the entire site!
However, the two of them running at the same time does appear to work the way I want it to, except that when users click on the email link, there is a really angry looking red block that tells them they need to wait to be moderated…. I’m sure that could be a nicer colour/language/style…just need to figure out where!!!!
Have to agree with @big002. Now working with Buddypress 1.6.1.
I get the activation email. However users can still access the restricted area before I allow them to.

But as per big002, they can still register without moderation, and names that do come on the list are those who have not activated their emails as it corresponds with the list on WP Activate users.
