Given that this plug-in presumably doesn’t do much in WordPress itself, does it really require 4.0, or is that just the oldest version you’ve tested? The number one reason to upgrade used to be security, but 3.7 and later get all the WordPress security updates anyway. And a lot of the time, new versions introduce greater security vulnerabilities than older versions anyway (such as the recent REST vulnerability). PHP 5.3 combined with an APC cache (which I use) is known to be the fastest PHP implementation too (the speed improvements in more recent versions are due to their own caching mechanisms).
