It just ads two items in the wp-admin – Local Avatars Only and Local Upload Permissions. That is all.

@pumpaxxl those are admin-level settings for the plugin, the actual handling for avatars is done within the Users individual profiles that you can see in the screenshot on the main plugin page: https://ps.w.org/simple-local-avatars/assets/screenshot-1.png
