Does not export all users

There are 8225 users in my site but only 4454 would export. I tried this with both all users and Subscriber only settings – same result. Is there a limit for the free version of the plugin? I tried boosting the PHP execution time but I get the same result. The processing goes very quickly, but the CSV does not show all the records.
