Unfortunately no. It relies on a JSON vocabulary which is in English.
Your best bet is to set up your own API endpoint and generate your own JSON vocabulary.

It took us about 8 hours to set up our own endpoint on a digitalocean droplet.

Right – for now Elevated Comments only works in English. It is a huge undertaking to set up another language… plus you need at least 30,000 or so comments worth of dialogue before you will see accurate results.

We have 98.000 comments in norwegian in our database, so I presume we have the data for you.
Yeah, but the way the api is set up, you can only use one vocabulary set.
Recommend spinning up your own api endpoint and building your own vocabulary file for it to be effective.
There must be a way so that the authors of this plugin could prepare it for a multi language WordPress installation (or even only one language – not being English).
