Does Google still pick up hidden tags and catagories?

Just a quick question. I have a few websites and one of them is doing really well on google and one not so well. I have hidden the tags on both sites (display: none) and also hidden the categories (cleaner look) on the one that is not doing so well. I kinda gather that google still credits and uses the hidden tags even thought they are not displayed but I want to be sure.
I’m in question that google see’s the hidden tags and especially the hidden categories. Both of my sites are very similar and I do all my SEO actively but I can’t figure out why the one site struggles so much. It got me thinking that maybe google ignores the tags and especially categories since they are not displayed. Anyone know if this is true?
