Document download library for registered users

Hi, can anyone help?
I need to build a site for the following purpose (sorry if I dont use the correct terms as Im a newbie).

1) The admin/owner of the site is going to create and maintain a document/database containing information such as contact and company details for up to 10K companies.

2) Users can register on this site by filling in a form, the site admin can then approve/activate the account (if they have paid their fee).

3) Those approved users can then download the document/database in various formats (CSV PDF etc).

4) There may be different versions of the document available to different levels of subscription. IE basic and premium versions, so the admin would need to set which document is available to which subscriber.

Is there a plug in for this and am I asking for the right thing?
