DOCTYPE html

The template I am using is Go Daddy Mark I by CyberChimp. The header includes the DOCTYPE html for IE, but it stops at IE9. My header image does not show up in IE11. I cannot find reference to add the code for IE 10 & 11 so the pages show uniformly in IE.

I sent request to CyberChimp, but would like an answer sooner if possible please. And where can I find this type of code to educate myself so I do not have to keep asking for help? Please.
