"Do not have permission to access this page"

    When I attempt to install the W3TC custom Yoast WP SEO extension I first get a warning “Are you sure you want to do this?” Then I confirm that I do want to that, then I get an error that “You do not have sufficient permissions to access this page.”

    Anyone else encounter this? I’m wondering if it could in any way be related to WP Layers theme pack? As I’m using W3TC on another site that uses the default Twenty Sixteen WP theme and had no problem activating the same extension there. Other than the difference in themes, I think all extensions and pretty much everything else is identical between the sites.
