You can use WordPress on a local computer, but you need to use it in a server environment – see http://codex.wordpress.org/Installing_WordPress#Installing_WordPress_on_your_own_Computer

The simple answer is YES, you need a web hosting. [moderated – please do not promote or discuss hosting on these forums per the guidelines]
By “simulated hosting environment” i refer to what is created on your PC by what is described on the link by WPyogi.
Thanks for your help. I have tried the recomendation by,WPyogi – without success. Although, I have not tried for very long,
I may try the host route tomorrow.

Unfortunately it does not indicate how to move from PC to hosted site. Not yet at least.

Plus, I just do not see it worth it to go through all of that instead of spending $12 for a whole year of hosting.
I compare it to:
1. One click to install WP site.
2. If you got special code or template, then upload of that stuff and slight modification of a few files.
Doing FTP is not even needed.

Although, now I am curious to know more about what specifically did not work when you tried the server on PC method? It should have worked on Vista.
