Do I need to add jquery to admin tab/panel?

Do I need to add jquery again to a new admin tab?

I created a new admin tab/panel and am trying to get it to work with fullcalendar.js which needs jquery to work.

Do I need to register jquery for that tab/panel or is it built into the core?

I am getting a document ready is not a function error in firebug and I am wondering if it revolves around this.
