 * Is there a way to upload a PDF to a WordPress site, and have it be secure? Meaning
   the person is only able to view it within the website – they can’t download it
   or copy the text from it.

 * no.
 * you can lock the pdf in your favourite pdf-maker, but this isn’t foolproof either.
 * the rub with this stuff is that in order to get to your screen, it has to be
   downloaded from the site… and if that can be done, then it *can* and will be
   stolen.
