Short answer:
Yes, that’s possible with custom coding.
A longer answer:
So let’s use your example — the single post’s category is “sports”.
With custom coding, yes we can display a tag cloud consisting of tags from posts in the “sports” category only.
But the tags may not necessarily be just about “sports” because posts in that category may have tags like “lipstic”, “ice”, etc. that don’t relate to “sports”.

Are you sure?
Because it works for me:
Instead of the default Tag Cloud widget, use the Tag Cloud per Category widget.
And on single posts, the widget should only display tags from posts in the same category or categories as the current post.
No for me it doesn´t work. Maybe because I use Genesis Framework?

Sorry, very late: If you just need to organize tags in groups but needn’t use categories for that purpose, then you could give Tag Groups a try.
