I deactivated Clover gateway, issue still there.

It does.
But – when I do place an order, even with broken css, I’m still not seeing a method for accepting payment i.e. where do I place credit card details in that order? That may not be an issue with yourp lugin, but I would have thought if you’re accepting an order by phone you would have an area to add different card details etc for that order?
If you use Stripe — you can create order ,press “View Order” and pay using plugin https://wordpress.org/plugins/woo-mp
Otherwise — you should press button “Pay as customer” (after you created the order).

We have to use this way as most payment plugins work correctly only at frontend pages.
