I would like to know if you have as the plugin to give the total quantity discount on the cart, including all items, and not just for each product.

No. The discounts are applied on a product basis.

and would not have a way to incorporate this into the plugin? of pay 2 take 3 to work on the cart as a whole?

If you add a tag to all your products and create the discount rule based on that tag, maybe it does what you need.
