Disabled welcome-to-wordpress plug-in and cannot access site

    I disabled the welcome-to-wordpress plug-in in the WP Dashboard plug-ins sheet, closed the site and cannot re-enter the WP site management. I can get to http://www.rapidprotocasting.com/something/wp-login.php but when I enter my password the page refreshes and returns to the same login.

    I accessed the mySQL database and the plug-in is no longer listed so I cannot manually turn enable the plug-in.

    Is there anyway to restart the plug-in without access to WP site management?
