 * Though it is not recommended, you may go to WordFence -> All Options -> Enforce
strong passwords (scroll down until you reach Additional Options)
 * Untick the checkbox, and click Save Changes in the top right corner.

 * If someone hacks a user’s password, what does he do? At most, make an order ..

I do not understand the issue.
 * it is important that the administrators have secure passwords but that wordfence
also obliges users to have complicated passwords is not good in an online shop.

 * I’ll see if I can try to change your mind. 🙂
 * Imagine **you** are buying something from an online shop. After a few days, you
go back to the website to checkup on the status of your order.
 * Oh no! Your account has been hijacked, and you have to jump through hoops in-
   order to reset your account.
 * You were just trying to check on your order, but now you have to waste time to
   reset your account.
 * Imagine if you were a customer, would you go back to that website to shop again?
 * Maybe not, and that’s why WordFence by default requires both users and administrators
   to use strong passwords.
