disable dropdown categories

I was wondering How I can make the category menu bar remain as category buttons but disabling the dropdown.

Basically I want the parent categories to be present in the menu bar but I do not want the subcategories to dropdown when hovering over the button. Ultimately I want the category button to direct to a static page that lists all of its appropriate subcategories.
