    the bottom line is that my caching does not work if cookies work.

    Hi!

    Those cookies are generated by WP Cerber’s anti-spam engine. So you need to disable the anti-spam to remove the cookies. We’re going to implement a static-cache compatible version of the anti-spam engine soon.
