It is difficult to provide specific help without the URL to your site.
However, if you look at the Jivo site, they resolve this by limiting the cookies box :

There is also a setting in Jivo that allows you to set the position of the box :

This might be solvable via CSS, but first I’d check with the Jivo Chat folks to see if you can set a location for its button. Or maybe check with the plugin you’re using for cookies to see if that can be moved to the top of the page.
